Roger Ferris (Leonardo DiCaprio) is a covert CIA operative working in Jordan searching for terrorists who have been bombing civilian targets. Ferris uncovers information on the Islamist mastermind Al-Saleem (Alon Aboutboul). He devises a plan to infiltrate Al-Saleem's terrorist network with the help of his boss back in Langley, Ed Hoffman (Russell Crowe). Ferris enlists the help of the Chief of Jordanian Intelligence, Hani Salaam (Mark Strong) on this operation, but he doesn't know how far he can trust him without putting his life in danger. The uneasy alliance leads to a cultural and moral clash between the men.

* Leonardo DiCaprio as Roger Ferris, a CIA operative who is sent to Jordan.[1] DiCaprio chose to pursue the role because he considered it a throwback to political films in the 1970s such as The Parallax View (1974) and Three Days of the Condor (1975).[2]
* Russell Crowe as Edward "Ed" Hoffman, a manipulative CIA boss who teams with Ferris.[1] Crowe gained 63 pounds to suit his role.[3] The actor said as a result of the film's exploration of the American government and foreign policy, "I don't think it will be very popular, but that’s never been part of my project choice process."[4]
* Golshifteh Farahani as Aisha, Ferris' nurse in Jordan.
* Mark Strong as Hani Salaam, head of the Jordanian General Intelligence Department (GID).[5] Strong ascribed his acquisition of the role to his performances in the 2005 films Syriana and Oliver Twist.[6]
* Vince Colosimo as Skip, Ferris aide-de-camp in Jordan.
* Alon Abutbul as Al Salim, a powerful terrorist leader.
* Oscar Isaac[7] as Bassam, Ferris' translator and partner in Samarra, Iraq.[8]
* Simon McBurney as Garland, an eccentric CIA computer whiz.[9]
* Ali Suliman as Omar Sadiki, an innocent architect used by Ferris as a pawn.[8]
* Kais Nashif as Mustafa Karami, Hani Salaam's mole in Al Salim's unit, a crucial element in the latter part of the plot who by the way bears an uncanny resemblance to Josep Guardiola.
